HOUSE CONCURRENT RESOLUTION NO. 102

      Skaff, Hunt, Wells, Spencer, Hatfield, Brown and Poore)


Requesting the Division of Highways to name Bridge No. 41-19-13.88, located on County Route 19 in Beaver, Raleigh County, the "Donnie Adkins Memorial Bridge".

     Whereas, Donald Willard "Donnie" Adkins III was born on November 26, 1977, in Charleston and attended DuPont High School; and
     Whereas, Donald Willard "Donnie" Adkins III was a loving son, brother, father and friend to many; and
     Whereas, Donald Willard "Donnie" Adkins III had been a member of the Glasgow Volunteer Fire Department since 2008 and was a previous member of the Rand Volunteer Fire Department; and
     Whereas, On March 13, 2010, Donald Willard "Donnie" Adkins III died while assisting with a swift-water rescue during flooding at Beaver, Raleigh County; and
     Whereas, Donald Willard "Donnie" Adkins III and his crew had successfully rescued fifteen people when their boat capsized, throwing all three men into the water; and
     Whereas, Donald Willard "Donnie" Adkins III is survived by his mother, Lynn Adkins Sigmon of Cedar Grove, his father, Donald Adkins Jr. of Mammoth, his sister, Rene Coleman (Wesley) of Mammoth, his grandmother, Jackie Adkins of Cedar Grove; his companion, Bobbie Evans of Cedar Grove, and many aunts, uncles and cousins; and
     Whereas, Donald Willard "Donnie" Adkins III was a loving father to son, Devin Buzzard of Sylvester, son Ethan Adkins of St. Albans, as well as special children, Joshua Perdue of Sylvester and Allyssa Evans of Cedar Grove; and
     Whereas, It is only fitting and proper that Donald Willard "Donnie" Adkins III be remembered and acknowledged for his courageous actions and ultimate sacrifice; therefore, be it
     Resolved by the Legislature of West Virginia:
     That the Division of Highways is hereby requested to name Bridge No. 41-19-13.88, located on County Route 19 in Beaver, Raleigh County, the "Donnie Adkins Memorial Bridge"; and, be it
     Further Resolved, That the Division of Highways is requested to have made and be placed, signs or other appropriate markers, identifying the bridge as the "Donnie Adkins Memorial Bridge"; and, be it
     Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the family of Donald Willard "Donnie" Adkins III and the Secretary of the Department of Transportation.
